Move extraneous `OrderBy`, `Direction`, `Max`, `Offset`, out from `IFilterOptions`

Not everything uses this but they're part of the interface directly when they should probably just be part of two different interfaces, i.e. IOrderableFilterOptions and IPaginatedFilterOptions or something
