Error "attempt to index field '_flat' (a nil value)"

Some times we got next config error

.rocks/share/tarantool/config.lua:672: attempt to index field '_flat' (a nil value)

I see this problems few times, but the last one happened after fencing in the prod env, but i cant reproduce it in dev.

package reload fix it on instance

how to repro

• run instance with etcd configuration
• shutdown etcd
• call package.reload
• try to config.get
