New check: number of uplifts accepted

Number of uplifts accepted. Can be found in bugzilla. To check if a patch (see #205) is an uplift, the comments in bugzilla have to be parsed for "uplift" (see https://bugzilla.mozilla.org/show_bug.cgi?id=1433790)

In addition to showing a total #, it'll be nice to show the uplifts broken down by components. This is sometimes necessary to see which components are creating the most churn and whether we need additional QA and risk assessment for it.
