Release rollout percentage

We often forget to change GooglePlay rollout from 99.99% to 100%. It would be nice if the delivery dashboard was able to show the rollout for each update channel. Nightly, Beta, Release, ESR.

This API client allows to get the rollout percentage: https://developers.google.com/android-publisher/api-ref/edits/tracks/get. I don't think we need to ask them for this feature.

An issue I see, though: it looks like we need the same permissions to push/ship an APK than to see the current rollout percentage. I'm not 100% sure.
