Don't fail when GIT_REPOSITORY is in the env but the repo already exists

Don't fail if GIT_REPOSITORY is already cloned and if it at GIT_REVISION.

We should still fail if the repo is cloned but the revision is different, as there could be something wrong there and we want to be nice to the users and let them know :P
