can't load skills and mcp servers in Windows11.

Steps to Reproduce

1. Run command: vsync sync
2. output: ✔ 配置已加载
   ⚠️ Warning: Failed to parse .codex\skills/.system: ENOENT: no such file or directory, open 'C:\Users\xxx.codex\skills.system\SKILL.md'

3. then output "无需更改"
