May i ask why you want to do this without taking the plugin approach? Making this a must use plugin, therefore being always enabled regardless of the theme would make it useful :)

It would be great to have such a plugin that can have all these functions but looking at contribution first and have you worked on something like that in the past? Thanks for your input/suggestion
