Unclosed link in Test Runner docs

Description of the problem

There’s a link that isn’t closed, so all text on the page is underlined and clickable after the link’s opening tag.

That does apply to most of the pages on the site, but not to the API docs under /docs, which are generated from the /doc/api documentation files in Node.js core.

This relates to #62100 and it seems it may already have been fixed, although it is not yet published.
