TASK: Character set to fix texts (maybe UTF-8) --> Romanyà dEmpordà (check if doable)

Currently, the Localities list shows Romanyà d'Empordà, so this may have been fixed already.

Implemented in draft PR #1156. The current application display already appears correct, so the fix is scoped to stale regression data: the checked-in test SQL fixture and cross-search API assertion now use Romanyà d'Empordà instead of the old mojibake value. I also corrected two related mojibake strings in the same fixture (Institut Català... and Vallès-Penedès...).

Manual test checklist:

• Reset the isolated test database from test_data/sqlfiles/now_test.sql.
• Open the Localities list and confirm locality 24750 displays as Romanyà d'Empordà.
• Open /occurrence or call GET /crosssearch/all/999/0/[]/[] and confirm the cross-search locality name is Romanyà d'Empordà.
• Confirm no RomanyÃ / EmpordÃ text appears in the locality list or cross-search result.
