Package sidebar does not always scroll, remains partially hidden

Describe the bug

At certain dimensions the package sidebar will remain sticky at the top of the page while scrolling, requiring users to scroll all the way to the bottom to reveal its last sections (or to collapse sections). The behavior does not seem to depend on the page content itself.

... I think it happens when the sidebar content itself is roughly as high as the viewport (but obv. pushed down by the header)?
