[chore] Merge ooniprobe-rs with probe-cli

We should merge `ooni/ooniprobe-rs` with `ooni/probe-cli` since we have several CI/CD actions in the probe-rs repo which populate files to be used in probe-cli. This also ties in with our eventual goals to start introducing rust in the probe-engine
