[chore] split jar outputs for desktop oonimkall builds #1776
Description
This is related to ooni/probe-multiplatform#1125, see comment here: ooni/probe-multiplatform#1125 (comment). We should generate different jar outputs depending on os and should disable packaging into a single jar file on the CI.
