Fix battery drain estimation in other rmf_task_sequence activites

The issue was solved for `PerformAction` in https://github.com/open-rmf/rmf_task/pull/76 however it appears similar checks need to be performed for other activities. Likely the cause for https://github.com/open-rmf/rmf_ros2/issues/259
