Update of MAINTAINERS.MD #277
Description
papiNet needs to keep MAINTAINERS.md updated.
According to GOVERNANCE.md to change maintainers, it requires a pull request with approval from a two-thirds supermajority vote of the current maintainers.
Currently there are 8 voting maintainers. It means that papiNet needs 6 votes to change maintainers.
