[Windows 8+] "FastStartup"-Shutdown prevents Login to show #4
Description
When Windows 10 is being shut down the normal way (so just do hibernate, no "real" shutdown) the PhilleConnectStart-login-window won't show up.
A real shutdown or a restart still works.
