[Bug]: Cannot dismiss codex usage limit alert after refreshing usage. #8040

Steps to reproduce

Using 0.0.33

  1. Hit a codex cli usage limit mid-task
  2. Separately visit chatgpt and reset usage limits
  3. Return to t3-code, but the red notification bubble will not dismiss or allow continued use

Expected behavior

The user should be able to dismiss the notification bubble with the "X", and if the usage has been reset, be able to continue the conversation.

Actual behavior

Clicking the "X" does nothing, is modal preventing interaction with the chat box, and the alert bubble continues to show after a restart of both the local instance and the remote environment I am connecting to. Both on 0.0.33.
