Shift the process of creating a stack from the project initiation phase to the project deployment phase #269

Describe the feature
When creating the Pluto application, no longer specify stack information. Instead, when deploying, if there is no stack information, interactively create the stack.
In the future, we can support users to specify the application template to simplify application creation.
