Enhance: Add staggering effect for the cards

Description

• I want to add a staggering effect while loading cards
• The effect should also come into play when filtering the tools

Current Behavior

Currently there is no staggering effect.

Proposed Solution

I will use vanilla CSS to do the animation.

Looks nice, go for it, but it's definitely unnecessary GPU cycles. Anyway go for it.
