Reasons for the request
The project cant be found when following the link but my account is also not allowed to upload and claim the name.
I exhausted all steps to find and contact the unknown project maintainer without success or a response.
There doesnt seem to exist ANY project under this name, so a transfer and replacement seems reasonable.
Please transfer the project to me.

Visited the pypi project page -> error 404 -> tried finding out more about the previous project or maintainer -> unsuccessful -> tried publishing to the name myself -> 403 forbidden -> contacted pypi support -> told me to open this issue
