[BROKEN] cuml on colab

When 26.02 by changing the script in https://github.com/rapidsai-community/rapidsai-csp-utils/blob/main/colab/pip-install.py to pull that version as nightlie.

The installation is broken unless we do a --force-reinstall.

I think we would want to wait until Colab updates themselves to 26.02

Thanks @ncclementi. A PR is incoming with the nightly updates (going through testing, as --force-reinstall could possibly break colab. I'll be putting it in temporarily until colab updates. Then, will test for 26.04, in case it also needs a force reinstall. I'm wondering what this will do to the legacy install option...but that's...not priority right now
