Record launcher panel merge evidence (#490)

The interactive launcher panel change was already merged and pruned, but the OpenSpec cleanup checklist still needed the durable PR and cleanup evidence recorded on main.

Constraint: Protected main requires even bookkeeping to land through an agent worktree.

Rejected: Leaving chat-only proof | future cleanup scans need repo-local evidence.

Confidence: high

Scope-risk: narrow

Tested: openspec validate agent-codex-interactive-dmux-launcher-panel-2026-04-30-10-55 --type change --strict

Tested: git diff --check

Not-tested: Runtime behavior unchanged; no code touched in this bookkeeping lane.
