At the moment, the option to flag a place as unknown (or unverified) occurs only at the initial point of enabling the geotagger — and only then if the geotagger doesn't return any results. It's important to enable this option even when one has consulted all the options available. It's very often the case that a suitable match cannot be found or, at least, there's enough ambiguity that doubt remains.
