Should we fund the load generator addresses in the default genesis?

Right now the default network configuration does not fund the addresses used by the load test tools.

I'm leaning toward funding the addresses because it makes testing and maintaining Kora easier, just at the cost that devnets ship with "hot" addresses.

I think I'm okay with that.
