Request removing dependancies on Quality if Quality is not used, and make quality optional

Previously you made quality optional, but had code that used quality specific components. I asked for you to make Quality Mandatory. This was wrong, what you really should do is make quality optional, and if NOT included, remove (if script.active_mods["quality"]) the code that uses quality specific components. I stopped supporting quality - see my previous note, in previous closed defect report. Also if you make both Space Age and Quality optional, then players that did not buy the DLC can use your mod.
