Settings for changing app language

Aura Click is available in 42 different languages, but currently, the only way to switch languages is to change your Windows language settings. There should be a dedicated language switcher, similar to the theme/backdrop switcher, that allows you to change it in the app.

WinUI3Localizer can help resolve this issue by allowing language changes without restarting the app.

I'm unable to make a version of this that I'm happy with. Unassigning myself to work on other issues.

Current prototype of what I have. It's not very reliable, and the code overhead is more than I would like.
