Subject: [PATCH] Fix switchboard plugin manifest: idle Notification hook was
 ignored

plugin.json nested its inline hooks under hooks.hooks, which Claude Code
reads as an unknown hook event and drops, so the idle_prompt notification
never fired. Also give both marketplace files a description so
`claude plugin validate --strict` passes.
