[Feature Request] Write SeekDB Skill for Claude Code

Create a custom Skill for Claude Code (or a .clauderc rule). The goal is to enable Claude Code to understand the EchoKit architecture and generate a config.toml file in right format with OceanBase/SeekDB configurations in one click.

As an extra note, after the config.toml is generated, need to instruct the Skill user to fill out in the config.toml with their own correct LLM api keys etc.
