Wayland support in various DEs

This issue is to track the current status of the xdg-desktop-portal Screenshot API v3 which implements non-interactive targets and thus enables a seamless user experience for Shutter. This list can be used to inform users about Shutter's current capabilities on their DE.

• Cinnamon: Since version 6.7.4 (tested on Fedora Rawhide) there is v3 support via xdg-desktop-portal-xapp, works perfectly.
• Gnome: No v3 support so far. The interactive mode chooser offers full screen, selection and window modes, all three modes work well. Tested in Gnome 50 on Fedora. Issue tracking the progress: https://gitlab.gnome.org/GNOME/xdg-desktop-portal-gnome/-/work_items/222
• KDE/Plasma: No v3 support so far. The interactive mode chooser only offers full screen, current display and active window (which is the mode chooser dialog itself, so not usable). • LxQT: Looks like there is no v3 support yet (not tested so far). Issue tracking progress: Screen Cast and Screenshot support implementation lxqt/xdg-desktop-portal-lxqt#64
• Xfce: Support implemented in xdg-desktop-portal-xapp, but not all modes supported by xfce4-screenshooter which is called by xdg-desktop-portal-xapp. Not tested so far, because Wayland support is experimental in Xfce 4.20.
