Remove obsolete `/docs` folder?

`/docs` folder has 2 obsolete and unmaintained Markdown documents (`dataapi-spec.md`, `dataapi-network-spec.md`) as well its own `README.md`. Docs team has the official documentation elsewhere.

Should we just delete this folder and contents? Or at least mark as unmaintained/deprecated in `README.md`?
