Update DOCtor-RST and enable new rules

- Require DOCtor-RST 1.74.0
- Enable NoNonBreakingSpace rule
- Enable NoEmptyDirective rule
- Enable FilepathAndNamespaceShouldMatch rule (configured for src/ and tests/)
