UFS - Hibernate Timing issues

Three timing issues were found:

1. TActivate at hibernate exit on the host side is 22us too short, due to a delay in the FSM
2. TActivate at hibernate exit on the peer side is too short
3. Length of DIFN at hibernate enter, due to termination not enabling
