Implement reload (sighup signal)

Sometimes it could be useful to change I.E. MOTD while the remote server is already started.
Same when renewing the certificate.
Having the ability to only reload the server would avoid to fully restart the server.

Unfortunately, I think reloading the certificate would require that the listening connection be restarted, which may or may not effect already connected clients. I don't think it would effect them, but I've never tried something like that.

Furthermore, if other configuration values are changed, such as server port number and bind address, I'm not sure the server could be reloaded in this case. I'll go through the code again and look into other ideas on how I might be able to achieve this, and if it seems like something that could be achieved, I'll try and implement this.

I thought about what we do for I.E. Nginx but but sure it is not the same because in Remote it is keep alive connections.
But if it could be implement, it could allow new clients to have the new certificates and already connected to stay connected but sure I did not concidered enough the differences. If it is possible good, else no problem 🙂

For listening address and port restart should be required, I can only agree. Not sure about if we add new or remove one but it might cause some trouble.

But the main setting I was referring is MOTD, to be able to change it without restart the server.
And eventually change if we want the MOTD to be displayed systematically or not.
