Add `netCDF` support

Right now, the `toolbox-runner` cannot support `xarray.Dataset` passed to a `Tool.run` function and the `get_parameter` functions in the various templates cannot read the `/in/parameter.nc` into a native structure.

- [ ] create `/in/*.nc` files in `Tool.run`
- [ ] create `array.Dataset` in `get_parameters`
- [ ] change R template
- [ ] change octave template
