docs(ai-chat): add testing page for chat.agent

Covers the mockChatAgent harness end-to-end: setup, driver methods,
turn assertions, hook ordering, and the locals-based dependency
injection pattern for testing against a real database (testcontainers,
PGlite, or in-memory fakes).
