Option to set max enchantment level (like older versions)

Hi,
First of all, thank you for your work on this mod — I really enjoy using it.

I wanted to ask if it would be possible to bring back the behavior from older versions, or alternatively add a configuration option that allows players to choose the maximum level for enchantments.

This would give more flexibility and help balance gameplay depending on the modpack or server.
