pre-commit-hook does not work well with uv

currently some shell commands are used for check enusre ```uv.lock``` and ```requirements.txt``` are up-to-date. howeer this approach does not work well , e.g.

for a new projrect, there's no ```requirements.txt``` file, the hook does not fail but let commit goes through anways.
