Settings polish: localize newer sections, tidy cramped JSX

Several sections added since the last Settings pass (local runtimes,
local model library, agent runtime, connected accounts, warm model
cache, interface density, reduce motion) had hardcoded English text
instead of the t.* translation keys every other section uses, so
they silently didn't follow the user into Turkish. Added the missing
keys in both locales and wired them in, and reformatted the most
cramped single-line JSX in those sections to match the rest of the
file's multi-line style.
