Update `CONTRIBUTING.md` for new processes and `v4` syntax

Over the last year, a number of processes used by devs have changed and evolved. The codebase has also taken on an opinionated philosophy around code structure. These should be reflected in the CONTRIBUTING.md file such that willing community devs feel able to contribute easily
