Errors when executing the configure script

After installing all the dependencies listed and followed the steps listed in README, we can't get pass the configure step to build it. We are using Ubuntu 16.04.
We are having errors:

`configure: error: You need to install libhdf5.so and hdf5.h`

Even though we've installed packages such as libhdf5-serial-dev and libhdf5-tool etc.
