Websocket can be opened even if there is no handler

We noticed something strange, we can open a websocket on any url, is this a normal behavior ?

We use an nginx server as proxy/fallback for 2 machines, but we can never fall back on the second with websocket because the first server always accept the incoming websocket, even if nobody listen to it.
