No tool calling feature for local models

Currently the tool calling feature is not implemented for local models. There is one in OpenAiCompatibleService class for cloud models and some local models eg. "gemma3:4b" is pretrained to be compatible with tool calling.

This is very good idea. I hope we can make it generic the way that that it can act as implementation the same way as current cloud tool support
