Bumps the version to 0.7.2-beta.7 so the next prerelease ships #460: the Skill's bootstrap.py verifies the release and runs its code-intel setup, with no PowerShell.

After merge, tag v0.7.2-beta.7 on the merge commit; release.yml checks the tag against the Cargo version (beta tags skip the signature check).

The package currently identifies beta.7, but the parity check would also accept beta.6. Fix the prerelease comparison before relying on this release-floor check.
