chore(ocr): ocrs 0.13.1 with rten 0.26 — the pair Dependabot split - #924

Dependabot opened #859 (ocrs 0.12 -> 0.13) and #861 (rten 0.24 -> 0.27) separately. Both are green because CI never builds the `ocr` feature, and either one alone breaks it: ocrs pins its rten minor (0.12.2 -> ^0.24, 0.13.1 -> ^0.26), and extractors/image.rs hands a `rten::Model` straight to `ocrs::OcrEngine`, so a second rten version is a type mismatch. No ocrs release accepts rten 0.27 yet. This moves the pair together: ocrs 0.13.1 + rten 0.26.0 (+ rten-parallel, new in 0.26). NOTICE unchanged (`generate-notice --check`: OK; the OCR crates are optional and off in release builds). Verified with the feature on: - `cargo clippy --lib --features ocr -- -D warnings`: clean - `cargo run --example test_ocr_text --features ocr` with the shipped text-detection/text-recognition .rten models on a real screenshot crop: 3 lines, confidence 0.70, text correct ("Final report: remaining audit items (11 Oct 00:15 local) / All the open items from my last report are fixed, merged through the merge queue, ...")
