Adds automatic OSV all.zip download/import support for vuln-db update --full --profile core. Enables OSV ZIP in the generated default config with digest-only source records and bulk import defaults so users can run init-config + update without manually editing OSV back in. Keeps extended provider-specific feeds disabled until their pagination/adapters are production-ready.\n\nLocal verification:\n- python3 -m pytest tests/test_default_update_config.py tests/test_full_update_pipeline.py tests/test_osv_full_feed.py -q\n- python3 -m compileall -q src tests/test_default_update_config.py tests/test_full_update_pipeline.py\n- python3 -m build\n- wheel install smoke: secret-scanner 3.1.3 and init-config shows OSV enabled/osv-zip/all.zip\n
