Test branch — not for merge.

Adds a single on_pull_request workflow that runs on team-corelibs and reports:

  • Memory — free -h, MemTotal, and the cgroup v1/v2 memory limit
  • CPU — nproc and the cgroup v1/v2 CPU quota
  • Disk — df -h

It prints these twice: once directly on the runner, then again inside an inline docker build, so we can compare the host's limits against what the build container actually sees.

The Dockerfile is piped in via stdin (docker build -), so the build context is empty and the repo is never uploaded to the daemon. No checkout step is needed.

🤖 Generated with Claude Code

Probes memory, CPU limit and free disk on the team-corelibs runner,
then repeats the same probe inside an inline docker build to compare
host limits against what the build container actually sees.
