Adds 11 HTTP compatibility cases for the existing numeric CLI contract while the backend gains private public-ID storage. The tests exercise the real API client, init/status/programs/whoami commands and config writers against an isolated loopback server; only the home location and console output are stubbed.

Checks numeric advertiser input, numeric and numeric-string project configs, unchanged init snippets/env, numeric program-list/status responses, saved advertiser representation, encoded auth poll state and opaque test event IDs. Rejected selectors make exactly one request and never fall back to an unscoped request. Fixtures describe the existing wire contract; backend private-column hiding is verified separately.

Validation: all workspace builds and lint pass; recipes 25 tests, CLI 310 tests (6 existing Windows-only skips), MCP 20 tests pass. New test coverage: 11/11. One test file added, 9,119 bytes; runtime, types, versions, manifests and dependencies are unchanged. Public repository/history audit: no findings. Source preservation: 71 files unchanged during final verification. No package publishing or production action is part of this PR.

Archived per manager p497 velocity decision m_31a4bf1d (2026-10-21): at most two open PRs per lane. This inactive draft can be reopened when re-prioritized; its source branch and existing validation evidence are retained. Existing integration, independent review and release gates continue to apply.
