Locks down the invariant that settle drains per-pair usage but never resets TotalUsageByAgent / TotalRequestsAllTime, and that LastSettlement distinguishes None (never settled) from Some(0). Co-Authored-By: Claude Opus 4.8 (1M context) <noreply@anthropic.com>
