adding HV maps to TOF FEELIGHT

This is a change to trace also HV-off channels in TOFFEE-Config.
The change was tested with a new object produced by Pietro and everything looks as expected.
Since in ccdb we are storing TOFFEELIGHT whose structure didn't change this PR is fully backward compatible and no changes are required in O2/QC/...
