build(deps-dev): bump hono from 4.12.18 to 4.12.23 in /frontend/src/angular - #110

Node.js 20 actions are deprecated. Cannot build an overlay database because build-mode is set to "undefined" instead of "none". Falling back to creating a normal full database instead.
