drift up --dev-swarm N: one-command local multi-server swarm #6

Description

@ApexDevelopment

Reproducing distributed bugs locally means hand-orchestrating N servers: ports, identity files, dht_prefix, block ranges, join maddrs, and N log files. That ritual was repeated ~6 times during the Gemma 4 hunt (loopback single-server, 0:7+7:35 two-server, real-model 0:18+18:35, ...).

Proposal: drift up --dev-swarm N <model-or-path> [--block-splits 0:18,18:35] spins N servers on loopback maddrs splitting the model, with sensible defaults (auto ports, ephemeral identities, one prefixed log per server, single Ctrl-C teardown killing servers AND their p2pd children). Even distribution when --block-splits is omitted.
